Our asociation, called "Support Committee for the Return Home of Beryl", has been
created to support Pascale in her struggle and the mothers who are in an identical
situation, whom she has wished to associate with her procedures.
The juridical agreements are the very foundation of diplomatic negociations
when such problems arise. Now, the problem of child abduction to Turkey is ignored
by the Ministries in charge, French as well as Turkish. That must not be allowed
any more.
The petitions made by the association will be sent to the European Parliament.
The Support Committee is empowered to collect the necessary funds for the continuation
of its action. It wants to support Pascale by financing her trips, by helping her pay
for the juridical expenses, without omitting the different actions she takes in the
political field in France and in Turkey.
At the moment, Pascale Liamrola is getting in closer to the European asociations
in order to make an inventory of the mothers who are faced with the abduction of
their children, now in Turkey. She has asked to be seen by the Commission of the
Presidency of the European Parliament.The work done by this Parliament about
the international abduction of children clearly defines its stand.
The Official Bulletin of the 9th of March 1993 of the European
Parliament says:
The European Parliament,
Severely condamns the abduction of children.
Carefully notes that the rate of child abduction within the community will
increase with the disappearance of the international frontiers owing to the
making of the Single Market.
Points out that in spite of the open nature of both agreements (The Hague
and Luxembourg), they have not been signed by a sufficient number of non-member
countries; that's why they think that the relations, even distant ones, between
the Member and Non-member stats are affected.
- The Non-Member states should be encouraged to sign the Luxembourg
agreement of the 20th of May 1980, The Hague agreemnt of the
20th of October 1980, and the United Nations agreement about
children's rights.
- The Member states should ask for bilateral agreements with the Non-member
states.
Asks the Commission to inform the Parliament on all the aspects of child
abduction in the European borderless community, including the appeals which can
form the foundation of a European juridical system.
Also asks the Commission to refer to these issues (signature of the
agreements) whenever talks are led for cooperation agreements with
non-member states.
Turkey showed their goodwill by ratifying on the 4th of April 1995
the United Nations Agreement about Children's Rigths.
We ask for this taken of goodwill to be followed by facts.
Turkey is already a member of the European Coucil. They wish, sooner or
later, to join the European Community. We would like them to discharge their
commitments towards all the member states, and specifically by signing the Hague
and Luxembourg agreements.
